Overview:
The Dean serves as the senior academic officer for the Division of Health and Public Safety (HPS) and is responsible for the overall management of the division.
This position requires vision, strategic planning and negotiation skills.
The incumbent provides for and ensures the integrity of all degree and certificate programs, departments and course offerings within the division; administers the selection, supervision and evaluation of divisional and departmental staff, faculty and instructional facilities; exercises leadership in sound academic and fiscal planning as an integral part of institutional relationship with community leadership appropriate to divisional and college interests; and ensures the development and appropriate expansion of high quality academic programs and departments designed to address community needs and transfer with baccalaureate programs.
The Dean is responsible for supervising the Associate Deans, Program/Department Chairs, Instructors, Professors, Coordinators, Adjunct Instructors, Contractual and Non-Contractual Personnel and Student Workers.
The HPS Division currently offers more than 20 degree programs and certificates of study with staff, faculty and administrators that include over 30 full-time faculty, and over 200 adjuncts, with an over $8,000,000 annual budget This position requires internal relationships, including contact and collaboration with other academic deans, directors, administrators, staff, and students.
In addition, the position requires external relationships, including contact with employer partners, members of local, state and national professional educational organizations, academic administrators of other institutions of higher education, business and professional community advisory committees, and others as requested by the Provost.
Duties: Develop and implement a strategic plan for the division, including plans for the achievement and maintenance of appropriate professional accreditation for programs, progressive use of technology for course delivery, and transfer assurance.
Provide divisional leadership in instruction, curriculum and program development, clinical education and responsive to community/industry needs.
Lead program chairs and faculty in systematically evaluating academic programs and services utilizing learning outcomes assessment data, completion data, and enrollment data to formulate and implement continuous improvement plans utilizing best practices.
Systematically evaluate and review divisional programs, curricula and courses.
Use analysis of data to formulate recommendations regarding new or existing programs.
Achieve satisfactory enrollments in all courses and programs.
Manage instructional workload among full-time and adjunct faculty members of the academic division, within the framework of the collective bargaining agreement.
Ensure the appropriate academic advisement for students enrolled in programs or courses within the division.
Serve as the leader of student retention for the division.
Assume a leadership role in creating a working relationship with varied organizations to identify and meet the employment needs of the community and to promote the College.
Actively seek grant opportunities and work with offices of Institutional Research and Grants Administration to collect and analyze meaningful data to respond to grant proposals and to inform division strategic initiatives.
Assure effective execution of public and private grants including monitoring of grant management activities to assure compliance with grant guidelines and outcomes.
Supervise development and maintenance of meaningful experiential learning opportunities, including assuring legally vetted affiliation agreements, timely placement of students in positions, and supervision and evaluation of student performance.
Ensure that all program advisory committees meet and provide meaningful input into the programs.
Recommend to the Provost via the collaborative curriculum review committee process any curriculum changes which include changes in content, contact hours, credit hours, sequence or terms offered and budget implications for these changes.
Coordinate input from the Division into the development of the master class schedule for the College and facilitate the elimination of schedule conflicts.
Develop division's annual budget requests with divisional input and responsibly execute allocated budget through the year.
Develop plan and requests for divisional instructional facilities and laboratories, equipment and office needs, and input on maintenance of the facilities.
Supervise the purchasing, use, inventory, storage and maintenance of equipment used within the division, in conjunction with other appropriate administrators.
Manage the payroll, leave requests, and attendance of employees to ensure classroom and office coverage during operating hours.
Actively supervise the recruitment and selection, and recommend the appointment of new employees affirming appreciation for diversity.
Be knowledgeable about the contents of the Employee Handbook and the Collective Bargaining Agreements and be able to provide interpretations to faculty and staff supervised.
Have thorough knowledge of the College's Academic Policies and Procedures and be able to interpret those to students and faculty.
Assure annual performance review of faculty and staff in accordance with institutional policies and procedures.
Provide opportunities, encourage and direct the continued professional development of faculty and staff based upon identified individual and institutional needs.
Serve on national, state and local boards that represent Health and Public Safety Division interests as opportunity is available.
Ensure that there is appropriate divisional representation on college-wide and external task forces, committees, and teams.
Develop and maintain articulation agreements and relations with other institutions of higher education and secondary education.
Provide leadership, as appropriate, to support, achieve and maintain accreditation of programs, and compliance with Ohio Board of Regents standards.
Ensure the division complies with requirements and best practices of Ohio Department of Higher Education, Higher Learning Commission, Federal Financial Aid, and other accrediting and licensing bodies.

Minimum Qualifications: A Master's degree.
At least five years' experience as full-time faculty in higher education in a Health or Public Safety field.
A minimum of 3 years’ experience as a Chair or Academic Administrator Successfully led a health program through an accreditation process Experience with program assessment and continuous quality improvement.
Preferred Qualifications: A doctorate or equivalent terminal degree Working knowledge of the mission and function of a comprehensive community college.
Experience in establishing and maintaining community partnerships in an effort to secure additional resources such as equipment, scholarship funds, etc.
Collective bargaining experience.

The Dean works closely with the College Development team in the following ways: to identify funding needs for programs of study, equipment, and other enhancements actively identifies bona-fide donor prospects, and guides the creation of specific and strategic donor "asks" directly engages with prospective donors and soliciting funding support and cultivating an effective ongoing donor relationship provides consistent, meaningful follow-up and progress reports to donors to validate the impact and appreciation of the donor's support Preferred demonstrated competencies/prior experience: Recognizes and utilizes collective program strengths and similarities to make divisional processes more efficient, yet allowing for program differences that exist because of varied admission processes, clinical placement structures, and accreditation requirements.
Service as a primary investigator/grant project manager/lead for an institutional grant; Direct engagement with corporate leadership relevant to program area; secured corporate financial support of programs/equipment Responsibility for fund raising, development, corporate sponsorship resulting in financial support in excess of $25,000/year.
